This a reproduction of the front-page of "Veja" magazine, the Brazilian equivalent to "Time". It was published in 1968, just after the militar installed the dictatorship in the country.
The photo shows the president Costa e Silva sitting alone in the Congress (that was closed as one of the consequences of the decisions that made democracy disappear from the country for more than 15 years).
It is a classic example of an image that says more than one thousand words...
